DESCRIPTION:2nd African International Telecommunications Society (ITS) conference \nLusaka\, Zambia \nMarch 15-16\, 2018 \nConference website: http://www.itsafrica.org.zm/index.php \nCommunications and Applications for All – The ICT Thrust Transforming Business\, Competition\, Policy\, and Regulation \nMobile communication connections in Africa have outpaced the expectations just in a period of 15 years. This development clearly documents the great importance of communications for all. The 2nd African Conference of the International Telecommunication Society (ITS) in Lusaka will focus on the interplay between technology developments and market and policy and regulatory developments in the Information and Communication Technology (ICT) field in African countries. Contributions focusing primarily on technology issues as well as contributions focusing primarily on market and/or policy and regulation are welcome. Contributions from and about other countries and regions of the world are also welcome. \nTelecommunications\, information technology areas\, and media have been converging during the past decades. The manifestations of ICT convergence in terms of social developments and market and industrial developments in African countries are called for. Papers on the separate fields of telecommunications as well as the use of information technologies and broadcasting and other media developments are also welcome. \nPapers on Information and Communications Technology for Development (ICT4D) including Mobile for Development (m4D) and papers with an interest in uses of ICTs at the bottom-of-the-pyramid (BOP) are solicited. This includes papers on user studies of social networks as well as papers on e-government\, e-money\, e-heath\, e-education\, e-agriculture\, etc. It also includes papers on two- and multi-sided platforms. \nPapers on mobile and Internet developments including papers on the deployment of 3 and 4G and on broadband developments are invited. In the policy and regulation field\, papers on ICT policy initiatives and more specifically on universal access and service\, on right-of-way concerning\, for instance\, tower deployments\, on competition regulation\, on net neutrality and zero rating and on investments in telecommunications and ICT in general are solicited. There is need of in-depth analyses of the telecom markets\, their trends\, and their drivers. \nThe Conference aims to address these issues that are relevant to the future direction of telecommunications in Africa.

The third day will feature an all-day “do-a-thon\,” where participants will have the opportunity to craft new campaigns\, lay the foundations for new resources\, and form collaborations that will continue long after the November conference is over. \nOpenCon is the conference and community for students and early career academic professionals interested in advancing Open Access\, Open Education and Open Data. OpenCon 2017 will be held on November 11-13 in Berlin\, Germany. Pickering (2002)\, for instance\, promotes anti-disciplinary approaches to research\, arguing: “Perhaps it is time for the long march through the institutions: the laboratory (as creative scientists\, not just observers)\, politics\, art galleries and the ashram.” Yet\, it seems that most (STS) research remains distanced and detached\, focusing on the traditional genres of description and explanation. What happens\, if we – as researchers – commit to intervention? How to be an ‘immersed participant’ (Puig de la Bellacasa 2017) or an ‘entwined partisan’ (Thompson 2002)? Despite many calls for intervention\, more concrete guides of how to perform interventions are scarce. \nThis workshop is devoted to getting to know\, testing\, and discussing intervention practices (e.g. speculative research\, situated intervention\, social fiction\, imaginary economics) developed by inspiring people in and beyond STS. In an anti-disciplinary spirit\, the format will provide space for engaging with these intervention practices in an open-minded way\, encouraging participants to reimagine the roles and responsibilities of the social and cultural researcher. \nCall for participation and contribution: We invite people – from social science and beyond! – who share our interest in intervention as a form of (social scientific) research. Participants are encouraged to present their takes/ideas on intervention in short presentations or demos. Presentation is not a must. DESCRIPTION:The Collaboration on International ICT Policy for East and Southern Africa (CIPESA) and the Association for Progressive Communication (APC) are proud to co-host the 2017 edition of the Forum on Internet Freedom in Africa (FIFAfrica). \nThis year’s Forum will held be in Johannesburg\, South Africa\, thus expanding the physical footprint of the Forum which has since inception in 2014 been held in Kampala\, Uganda. The landmark event convenes various stakeholders from the internet governance and online rights arenas in Africa and beyond to deliberate on gaps\, concerns and opportunities for advancing privacy\, access to information\, free expression\, non-discrimination and the free flow of information online. \nThe Forum brings together human rights defenders\, journalists\, government officials\, private sector players\, global information intermediaries\, bloggers\, developers\, the arts community\, law enforcers and regulators – all of whom have a role to play in advancing internet freedom in Africa. \nHighlights at FIFAfrica include the launch of the annual State of Internet Freedom in Africa research report\, the commemoration of the International Day for Universal Access to Information (IDUAI) that falls on September 28\, digital security clinics and this year\, an exhibition showcasing the work and products of various players in the internet freedom arena in Africa.

DESCRIPTION:The 15th European Conference on Computer-Supported Cooperative Work (ECSCW) will be held August 28 to September 1\, 2017 in Sheffield\, UK.\nECSCW is a series of international conferences on computer­-supported cooperative work located in Europe and championed by EUSSET\, the European Society for Socially Embedded Technologies.\n\n\nCSCW focuses on enhancing our understanding of the practices of cooperative work and on exploring and designing CSCW systems. The ECSCW conference is an important venue for defining and further developing the agenda for CSCW research. The conference has a longstanding interest in empirical\, conceptual and theoretical contributions and has a tradition of inclusiveness. In collaboration with New College\, Equity Studies (University of Toronto) and the Harriet Tubman Institute (York University)\, CIARS is pleased to announce that it is holding a three-day international conference to lead critical discussions on the theme of “Race\, Anti-Racism and Indigeneity: Anti-Colonial Resurgence and Decolonial Resistance”. To commemorate the 20th Anniversary of CIARS/10th Anniversary of the “Decolonizing the Spirit”\, the “Decolonizing Conference” intends to bring together a range of international and local scholars\, activists\, and artists in order to reframe the way anti-racism and critical race studies are tied to questions of Indigeneity and decolonization. As anti-racism and critical race thinkers\, it is imperative that we challenge liberal articulations that negate the saliency of Land\, bodies\, and knowledges. \n\n\n\n\n\n\n\n\nWe ask: how do we differentially engage sites of knowledge production (material and ideological spaces such as academic institutions) to understanding settler colonialism? How do Land\, bodies\, and knowledges help open up conversations on Indigeneity and decolonization? How does viewing Indigeneity as an international category help expand discussions of decolonization\, and how can our work help re-imagine and create new futures? By reframing questions on Indigeneity and decolonization and asking new ones\, our intention is to foster a robust understanding of Indigeneity and decolonial praxis and to complicate ontological claims to the primacy of the Land as a starting point for all decolonial and anti-colonial engagements. SUMMARY:13th Prato CIRN Conference: Engaging with Participation\, Activism\, and Technologies
DESCRIPTION:Conference Theme: Engaging with Participation\, Activism\, and Technologies \nFor some years now the CIRN Prato conference has focused on the intersection between Community Informatics (CI)\, Development Informatics (DI)\, and Community Archiving (CA). \nIn particular\, the 2015 conference focused on information and knowledge as socially constructed artifacts and the ways in which relations of information and knowledge production can reflect unequal distributions of power and privilege\, “whether manifested in gendered activity; the primacy given to formalized expertise or particular language codes; restricted access to information\, knowledge and production for those not in positions of institutional control; or the production of particular artifacts”. The 2015 conference also questioned the role of the academy in defining terminology and appropriate technologies of memory\, viewing this as a form of epistemological colonization on vulnerable groups. The conference sought ways of engaging more meaningfully with practitioners. \nIn 2016 the intention is to continue to explore and to expand on such issues\, bringing a stronger focus on more meaningful and equal partnerships with community\, civil society\, and NGO organisations around the world. \nThe overarching theme of the conference\, then\, will be the further development of Participatory Action Research (PAR) with regard to both theory and practice\, as a means of giving communities a stronger voice and especially women’s and other marginalized voices\, despite structural and cultural challenges. This will be explored in a variety of contexts\, with particular emphasis on the implications for archival\, community and development informatics. \nOne of our keynotes and participants will be Meghna Guhathakurta of Research Initiatives\, Bangladesh\, an internationally-recognised expert in PAR. Bangladesh has a long history of Participatory Action Research\, as part of its struggle for liberation and equality\, going back to the earliest days of PAR.  \nWithin that context\, a second theme of the conference will be to engage with activist archives\, such as theCentro di Documentazione di Pistoia (Italy) or the Interference Archive (USA)\, which see a more overtly political role for the archive\, and which tend to privilege use over collection. The approach of these archives to issues of local memory\, knowledge and power\, will also be of interest to people working in international development\, and provides an opportunity to work towards new modes of collaboration. \n\nWe also plan for a workshop on Participatory Action Research\, led by Oxfam Bangladesh. This will bring together both practical and theoretical insights on PAR from the North and Global South\, including work currently being undertaken in Bangladesh. \nTogether\, these themes provide a rich environment for re-examining theoretical and methodological approaches to working with community\, and the potential to address current concerns as expressed within Community and Development Informatics\, such as a lack of theoretical and methodological rigour \, and concern about the influence of dominant hegemonies whether they represent powerful sectoral interests\, as in Community Informatics\, or the Global North\, as in Development Informatics . Are their bodies of theory (for example\, post-colonial\, intersectional or critical theory) and practice that are intrinsically (better for the Global South) (or “more appropriate”)\, or do such theories and associated practices continue to serve academic\, rather than development interests? \nOur aim for the conference is for it to be an active community practice in\, and not just discussions about\, pluralism. We therefore encourage participation from a wide range of cultures\, races\, ethnicities\, religions\, socio-economic statuses\, gender identities\, disabilities\, and ages. We also encourage proposals for different ways of knowing and sharing. We especially seek to foster dialogue across difference rather than presentation and preservation of homogeneity\, when new ICTs in particular allow the existence and fruitful production of multiverses of information and knowledge. \nWe will also consider papers related to any aspect of Community Informatics\, Development Informatics or Community Archiving. \nWe are particularly interested in papers from researchers and practitioners that can address the challenges of locating community-based research within wider theoretical and practice frameworks.

We welcome you to Maputo for M4D2016! \n  \nHow to Participate\nM4D2016 welcomes participants from the academia\, industry\, NGOs\, development agencies\, and governmental and international organizations. \n  \nM4D2016 Conference Theme\nMobile Technologies operate in a date rich environment. In light of this\, mobile service providers tailor services towards user communication practices and patterns pushing content and material molded to user interests. Millions of mobile users from the global south engage with social media and other communication platforms\, all of which require registration processes of personal data. Data for Development is part of the latest development terminology campaigning for the use of digital data to push the development agenda. On the flip side are the growing concerns for privacy\, security and surveillance. With large quantities of personal data located in the digital space\, should surveillance and security preclude use of mobile technologies in development? \nM4D2016 will take up these discussions along with topics addressing but not restricted to: \n\nmLearning\nmLivelihood\nmAgriculture\nmHealth\nmInclusion\nmGovernance\nmInnovation\nMobile app development\n\nFor the opportunity to present at the conference\, delegates have different options. \n\nResearch papers (8-12 pages including references) which will be peer-reviewed and evaluated based on theory craftsmanship and analytical rigor. Articles considering critical approaches and theoretical development will be prioritized.\nThe practitioner’s track is open to practitioners to present their experiences\, cases and policies (4-5 pages). These contributions do not have to be guided by academic theory and critical analysis. All accepted papers will be published in the proceedings and allocated a presentation slot.\nWorkshops – You can also participate by organizing a workshop. Workshop submissions for proceedings (2 pages) must contain: title\, organizers with affiliation\, participants\, motivation and objectives.\nPanels – We welcome theme driven panels. If you would also like to chair and organize a panel\, feel free to submit (2 pages) that must contain title\, organizers with affiliation\, participants\, motivation and objectives.\nPosters or Demos – You are also welcome to present your work in the form of a poster or a demo. Submit 1page extended abstract for this track.\n\n  \nPresentation and Acceptance formats for Research papers:\n\nAccepted papers with the best reviews will be allocated longer presentation slots in parallel sessions.\nAnother level of accepted papers will be allocated shorter presentation slots in short track sessions.\nAdditionally other accepted papers will be presented as posters. Accepted paper presenters should thus be prepared to bring posters with them.\n\nPoster size max. 80×120 cm. Roll-ups are also allowed. \nInclusion of accepted papers/posters/demos/workshops in conference proceedings is conditioned on payment of registration fee prior to registration deadline.
